Austin American-Statesman. March 25, 2011 Shut down Texas prison tuition program Texans, in general, are good-hearted and well-intentioned, sometimes to a fault. It seems like we've reached that point with a program unknown, surprisingly, to a couple of key lawmakers aimed at helping convicts earn college credit. What a great idea, and thousands of inmates have taken advantage of it. In doing so, unfortunately, many of them also have taken advantage of us. So far, the state has spent $26.9 million on the program, which is based on the proven notion that recidivism rates can be lowered if inmates leave prison with more education than they had when they arrived.
